Informal settlements of shacks have developed to the north and west of Katutura. The size of the population living in these settlements is estimated at 41 386 (Report of August 1996: Community Assessment- Health Promoters’ Programme). A pragmatic policy has been adopted towards informal settlers in as attempt to control the density of settlement and ensure access to basic amenities. Areas are designated for informal settlement and rent is charged per plot to cover access to communal standpipes and waste disposal. In general, squatting is becoming a serious problem, not only in the informal settlement areas but also in other areas such as backyards, garages, under bridges, riverbeds etc.
The 2001 Population and Housing Census states that the school enrolment in Khomas Region is 60 % for children/people between the ages of 6 and 24 years, whilst 19 % of the adult population are illiterate.
Adult literacy (male) = 92.5 %
Adult literacy (female) = 94.9 %
According to the 2001 Population and Housing Census, 74.3 % of Khomas Region’s population is employed, 78.5 % are men and 79.9 % are women.
Single parent families are growing phenomenon especially female-headed families, mainly caused by children being born out of wedlock, as well as high divorce rate. Factors that can negatively affect family cohesiveness are substance abuse, illegitimacy, extra-marital affairs, poverty, “migrant labour” and inadequate housing.
